CUHK Guest Lecture for Quality Innovation in One Belt One Role and HKSQ Membership Drive

I was honor to be invited by Prof. C.H. Cheng (Associate Dean of Students, Lee Woo Sing College & Associate Professor - Department of Systems Engineering & Engineering Management, CUHK) again to be speaker for the the class ENGG2600 Technology, Society and Engineering Practice" on 26 January 2016. Before my talk, we took a photo for memory.


My presentation is separated into three parts. The first part was “Introduction of Hong Kong Society for Quality (HKSQ)”, and the second part was “A Study on Transforming Quality Innovation in Hong Kong: Recommendations to the Innovation and Technology Industry” and the last part explained “Quality Innovation in One Belt One Road”. I introduced the background of Hong Kong Society for Quality (HKSQ) and different certification schemes. Then I also introduced HKSQ membership and company-based student project competition.


Then, I briefed the HKSQ report and recommendations to the Innovation and Technology Industry. The summary of our recommendations were shown as follows:
1. Establishing a platform that will facilitate collaboration amongst industry practitioners, business partners, scientists and researchers of State Key Laboratories (SKLs) in Hong Kong.
2. Fostering the strategy of “Quality Innovation in One Belt One Road” through the Asian Network for Quality (ANQ)
3. Establishing the Cross-University Knowledge Transfer Platform (XUKTP) to enhance performances of R&D and commercialisation processes
4. Developing a set of Key Performance Indicators (KPIs)
5. Promoting best practices with an Innovation and Technology Policy Implementation Model (ITPIM)
After that I explained our findings in details and one of questions was to compare the competitive edges of Hong Kong’s Innovation and Technology with the other three Asian Tigers (i.e. Singapore, Korea and Chinese Taipei). Both local and oversea quality professionals decrease the rating. However, Hong Kong has high efficiency was much higher than others rated by oversea quality professionals.

The last part was “Quality Innovation in One Belt One Road”. What is Quality Innovation? I used ISO 9001:2015 definition to explain as follows:
l  In ISO 9000:2015, Quality (3.6.2)
l  “degree to which a set of inherent characteristics of an object fulfils requirements”
Note 1 to entry: The term “quality” can be used with adjectives such as poor, good or excellent.
Note 2 to entry: “Inherent”, as opposed to “assigned”, means existing in the object.
l  Simply speaking: Quality is making things better
Definition - Innovation
l  In ISO 9000:2015, Innovation (3.6.15)
l  “new or changed object realizing or redistributing value”
l  For BSI Standard Publication - PD CEN/TS 16555-1:2013, Innovation (3.1)
“implementation of a new or significantly improved product (good or service), or process, new marketing method, or new organizational method in business practices, workplace organization or external relations”
l  Simply speaking: Innovation is making better things

Therefore, Quality Innovation is Making Better Things Better.


One Belt – Silk Road Economic Belt
It covers the land routes spanning six economic corridors, including China – Mongolia – Russia, New Asia-Euro Continental Bridge, China – Central Asia – West Asia, China – Southcentral Peninsula, China – Pakistan, and Pakistan – China – India – Myanmar.

One Road – the 21st Century Maritime Silk Road
It refers to the route from China’s Southeastern Coast to Southeast Asia, East Africa via the Indian Ocean, and Europe.

Therefore, HKSQ proposed to quality professional to participate the One Belt One Road through Asia Network for Quality (ANQ) which members included 17 countries / regions quality associations / societies.
